Manfred von Killinger, German Consul to San Francisco, 1937-38: 116 Nazi spies? Threats, thuggery and murder?

Former assassin and later "Butcher of Bucharest", Von Killinger was the German Consul to San Francisco in 1937-38. During his short tenure, how much chaos did he cause? If / when the US Naval Intelligence, San Francisco District, Nazi-era files are finally declassified, it is expected we shall learn more.
